In Gimp (or any bitmap editor) it is best to think in pixels and not units like cm.
What is the size, in pixels, of your 15x15 cm image?
What is the size, in pixels, of the second image?
It might go something like this (just guessing):
Your 15x15 cm is 300 dpi. This will give an image 1772x1772 pixels.
Your second image is a much smaller size in pixels. (Maybe something like 500x500 pixels) Also the size resolution is set to 72 dpi.
When you paste the first into the second the first appears to enlarge in size.
