How do I overlap two images?

Typically you:

1. Open the cover image
   
2. Add the barcode image as a new layer  using File>Open as Layers
   
3. Use the Move tool () to move the barcode layer to the right place
   
4. Perhaps use the Scale tool () to adjust the size of the barcode
