Gimp on its own cannot use .8bf PS plugins. There is a very old Gimp plugin pspi.exe that can load some (but not all) .8bf see : https://www.gimpscripts.net/search?q=pspi
pspi.exe must have worked with impressionist.8bf sometime. I have it in my archive with some Gimp 2.8 settings, however I cannot get impressionist.8bf to show in Win10 / Gimp 2.10
If you want to use it I recommend using IrfanView (freeware - search for it) where it does work. You can always finish off with Gimp. This running 64 bit IrfanView in linux with WINE. Should work even better in Windows. https://i.imgur.com/HAlbuV9.jpg
