The tabs take their size from the font size. It might be possible to increase the width of them, I do not know.
Then for the rest, have you used the other available options ? Turn compact sliders off. Increase the layer dialogue size. Tools, this the brushes large size as a list. A bit tedious as you have to treat each dock individually (only once though)
