The plug-in increases the other icon size nicely. It seems I have to readjust it everytime I open up a new gimp file. Can this be saved into preferences somehow?

Not sure if it is the same as your problem, but I had this happen when using some themes. Specifically, I had to move the folders for the ClearLooks Light themes to another directory so Gimp could not see them to get the changes to stick. That has worked so far.
