Yep, satin finish photographic paper, does not scan well. There are various ways, scan the photo again upside down, invert the image, overlay on the original and use a layer mode.
I use the fast fourier transform (FFT) and for this the gimp_gmic_qt plugin from http://www.gmic.eu
You do need the latest version 3.0.0

because as well as FFT there is a very new denoise filter and a sharpen filter.

Guessing that is only part of the photograph, you will need to experiment with the denoise and sharpen filters for best results.
