Good point, I have an Acer C720 (ex-chromeOS) running 32 bit xubuntu xenial - similar age, 'buntu repos still available. Looks like Debian is also ok.

AFAIK all you need are the two libfftw3-xxxx packages shown in the earlier screenshot. I just tried a re-install and the repo is working. You can (re) install them. Use Synaptic.
What is missing for descreen.scm is the Gimp fastfourier (FFT) plugin. Attached is a zip with fourierx64 which goes in your Gimp 2.8 plugins folder ~/.gimp-2.8/plug-ins Make sure that it is executable when unpacked. In case anyone wants it, the descreen.scm is also included. That goes in ~/.gimp-2.8/scripts (AFAIK these also work with Gimp 2.10).
My advice. Install those two files from the zip. Initially start Gimp in a terminal and look for any error messages that fastfourier might throw up. There is a small error message from script-fu, ignore that.
