Well.....
There is no real solution for this at the moment. Gimp originates in linux and Windows printing is an add-on that is less-than-supported.
To be fair to the developers, they realise this but there is no one there at the moment to improve matters.
I have a Brother printer, works fine (more-or-less) printing in linux.
For printing a DVD I have to resort to Windows and run an old Windows Virtual Machine for the DVD printing application.
If Gimp does not remember the quality setting, try setting a 'profile' as default. Might work. A couple of screenshots

... but my advice is, use Gimp for your graphics editing, then use some other application for printing.
