Sorry but I just do not see the issue. You scale the image to some size W pix by H pix with a suitable ppi for intended use. This is sometimes helpful http://resources.printhandbook.com/pages...ce-dpi.php
You can always check the print size
Image -> Print size and if ok
File -> Export using whatever image format you want.

How exactly are you scaling down to the various sizes ? It should be a straight Image -> Scale Image with a size in pixels and a ppi of your choice. When you Export are there any warning messages ?
