I am a long-time gnumeric user. Just a quick lash-up as a test. You probably need to adjust for whole-circle bearings for various direction paths. Gimp coordinate system does not help.It is not a plugin I use, no idea why the values are replicated 4 times but the csv copies/pastes in and I ignore the extra columns.
Another suggestion, Inkscape shows path data during drawing.
