Well, you deserve a reply even if it is not much use.
There are any number of scripts and plugins, some better than others , to form a frame around an image.
The example you give is quite complicated, lots of art-work involved in that one. Embellishments like the corners you might find as vector (svg) images.
To get you started, just for a frame, try the gimp_gmic_qt plugin http://www.gmic.eu for an installer. There is one section for frames. But then up to you to make the contents of the frame. This one a simple shape but bump-mapped and finally a 3D-rotate.
Hopefully, other ideas will come along, Keep experimenting.
