The crucial bit there is 'easily' Inkscape is the tool where you can flow text into a shape.
Not impossible in Gimp, this only took a few minutes.
The essentials are.
1. Make a template (if required set up a Gimp grid to help). Cross shown, but for other shapes look at using a path.
2. Size the text block to the template.
Then it is up to you.
3. Manually add spaces to set the first character on a line.
4. End of lines require a carriage return (Enter) to break the line.
5. Any justification is manual, add spaces where required.
