Look in "Edit/Preferences/Toolbox" then in the "Appearance" section make sure that "Show GIMP logo (drag-and-drop target)" is selected. You do, of course need to have the toolbox displayed to see this.
I have followed the steps you indicated but it does not work (Edit-Preferences-Toolbox-Appearance and Show GIMP logo selected). There is no difference when the GIMP logo is unselected. Coincidentally, this morning my wife switched the laptop from Windows 10 to Windows 11 and I haven't mentioned it before. I don't know if that could be the reason it's not working.
