I did the layermask thing again. Not sure thats good enough.
Make a selection of the wheels (either with the Lasso/Paths Tool or with the Elliptical Tool and warp the selection with the Shear Tool).
Fill selection with black on a new transparent layer.
Add a layermask with a grayscale version of the image to this layer.
Adjust the layermask with curves to taste.
I also had the idea to work with an inverted duplicate of the image to get dark rims, but i find making accurate selections between the spokes is rather difficult.
