Dock icons can be adjusted using that little left pointing arrow and the drop down menu.

Please advise where can I find the said arrow.  My Preferences here looks different to yours

Just installed GIMP 2.10 on Ubuntu 16.04 VM (guest of Oracle VirtualBox).  Still the Tools menu looks different to yours.  Please refers to upload file:- screenshot_gimp2.10.png
