First, you made the elliptical path from a selection ? Turn the selection off Select -> None

1) For text on the bottom it might look like this.

   

2) For text on the top, you need to adjust the orientation of the path. That is one reason why I have the path symmetrical on the canvas since I use the Gimp Flip tool in path mode - that is the middle icon in Flip tool options. (although there are plugins to change directions of a path) 
Make sure the ellipse path is active, Using the Flip tool, click first with horizontal on / then again with vertical on.
