Scaling an image to a fixed file size |

Hi there, newbie here.
I am a very basic user, doing simple, repetitive tasks, which typically involve cropping an image to a rectangular aspect ratio of 1.308:1 but to different pixel sizes. The online service the pictures are intended for has a maximum file size of 187kb per image, so I then scale my images, which are of different file sizes (so I can't use a default percentage scale), possibly 2 or 3 times until it is just under 187kb.
Is there an easier way to scale my cropped image to a fixed file size?

Hello, i downloaded a PBR from the internet. but i want to change the color. in the description of the product it's said it can be done by adding a mask in the composite layers. idk how to do this, and i can rely on GIMP only, as i don't own photoshop. and paint.net doesn't do the trick. so is it possible to do this in GIMP, if yes how? here's the exact descriiption of the pbr so you have a better idea
Material of old painted boards. The color is green by default, it can be changed in Composite Layers using a mask (disabled by default and also not available in FBX)

With local download(*) links, thus you will get the explanations as well as all the scripts/plugins by clicking on these buttons, no need to say that the "search" and others things won't work, but for the basic browsing, reading help, downloading scripts and plugins, some PDF and few other things, it's fine.
For the images, you might need a connection as they are hosted on blogger.googleusercontent.com
If someone knows a wget command to get them all from the original gimpscripts.net to get them on google, I'll pack them in.

(*) It's already on your hard drive, so it's not really "downloading" but you get it

Hello, I'm running GIMP on the following setup:
- OS: Manjaro Linux x86_64
- DE: Plasma 5.27.11
- Host: OMEN by HP Laptop 15-dc1xxx
- Kernel: 5.15.154-1-MANJARO
- CPU: Intel i7-9750H (12) @ 4.500GHz
- GPU: Intel CoffeeLake-H GT2 [UHD Graphics 630]
- GPU: NVIDIA GeForce GTX 1650 Mobile / Max-Q
- Memory: 3296MiB / 15804MiB
I have OpenCL, OpenGL (EGL), OpenGL (GLX), Vulkan, and optimus-manager installed.
I've tested GIMP both in hybrid and NVIDIA modes with LTS 5 and 6 kernels.
When I run:
prime-run gimp
or
DRI_PRIME=1 gimp
GIMP doesn't appear in nvidia-smi, indicating that it's not utilizing the GPU.
I've enabled OpenCL with gimp --show-playground and other settings, but still no luck.
Question:
Is this a problem that can be resolved, or does GIMP only utilize the CPU and not the GPU? The issue is that GIMP has very poor performance when handling layers; it's excessively slow.
