Looking at that animation, 99 layers, a lot of layers. The white glow is around the text and is not easy to make on a small image, blurring does not make much in the way of 'reinforcement'. It might have been larger and scaled down.

However, I can give you some tips to help along the way with links to screenshots and useful scripts/plugins. Tip no 1. Work in RGB mode until finally exporting the animation.
