Looking at that animation, 99 layers, a lot of layers. The white glow is around the text and is not easy to make on a small image, blurring does not make much in the way of 'reinforcement'. It might have been larger and scaled down.
However, I can give you some tips to help along the way with links to screenshots and useful scripts/plugins. Tip no 1. Work in RGB mode until finally exporting the animation.

Some white text as a graphic (1) as a separate layer, and blurred (yellow because you can hardly see white) (2) The two layers together (3)
Taking the yellow blurred layer on its own as new image https://i.imgur.com/DUUrRPe.jpg
Added a series of evenly spaced guides, not 99, 20 as an example A useful script for adding multiple Guides https://www.gimp-forum.net/attachment.php?aid=1992
This plugin https://sourceforge.net/projects/gimp-to...p/download (4) will split up the base layer into small layers according to the guide positions (5)

https://i.imgur.com/2IAgfrK.jpg Yet another script to merge each layer with the background http://chiselapp.com/user/saulgoode/repo...combine-bg (8) Then export the result as an animated gif (9)
All dependshow much time and enthusiasm you are willing to put into your project. (not much in my case)
Thank you very much for the assistance! I really appreciate it
