Suddenly, Most of My Fonts Aren't Being Shown Correctly

Hi Guys,
For some reason, just a few of the fonts in GIMP are being displayed correctly. The rest are being shown without any style (no serifs nor cursive features). So far, I've tried:
- closing and reopening GIMP
- shutting down the computer completely and then turning it back on (instead of just restarting it)
- uninstalling the version of GIMP I was using (2.10.2) and installing 2.10.6
None of the preceding worked. Does anyone know how to fix this?
Thanks.

Tool Snapping not working

Not too long ago I upgraded from GIMP 2.8 to 2.10 (and now to 2.10.6) and now it seems that the Tool Snapping has stopped working.
It doesn't matter what kind of snapping I activate, none of them have a single effect on anything.
I've tried setting the Snapping distance higher, but it also didn't work.
I would appreciate any help.
Edit:
Snapping does still work, but the Snapping distance in the settings and the actual distance while editing aren't the same.
Setting the distance to 64 will result the actual snapping distance to be only 2 pixels.
The ratio of distance in settings and actual distance in editor is 32:1.
Does anybody know how to fix this?
Thanks in advance.

Bonjour,
Cordialement

I have downloaded GIMP 2.10 (extension .exe). There was no notice concerning installing it. I double-clicked the exe downloaded file but it simply goes through the setup routine again. How can I installl the program now?

Ok so I just installed 2.10.06. I don't know which version I was using earlier and it hasn't been for a while, it seems part of the tool box that used to pop up on the right is gone. Still that way with this version. Is there a way to restore?
Also the default colors are now gray. Don't care for this back ground. Is there a way to change that?
I'm sure there will be many more questions forthcoming.
Thanks

Scaling Image inverse problem

Hello. I started working with GIMP a few months ago, and I faced the problem the other day.
While scaling selected area I drag it outwards to make it bigger, however the program makes the area smaller. The opposite happens when I try to make the area smaler.
How to solve this problem?
